Sports Facilities Development Corporation

The Sports Facilities Development Corporation promotes economic development within the city and state of Texas in order to eliminate unemployment and underemployment. It encourages employment and public welfare of the city by developing, implementing, providing and financing a pari-mutuel horse racetrack and related projects under the Development Corporation Act of 1979, Texas Revised Civil Statutes. The Corporation shall have the power to provide financing to pay the costs of the project through the issuance or execution of bonds, notes and other forms of debt instruments.

Seven members: four members shall be members of the city council and three members must not be council members. Nominations are submitted by the mayor and council members based on qualifying factors. A consensus is drawn by the council.
