FY27 Capital Improvement Program

The City’s Capital Improvement Program (CIP) is a planning tool used to identify and coordinate major capital projects that support Grand Prairie’s infrastructure, facilities, streets, utilities, parks, public safety, and technology. The FY27 CIP project list is being posted as part of the City’s annual budget process for the 2026-2027 budget year, which runs from October 1, 2026, through September 30, 2027. These materials are intended to provide transparency for residents and help the City Council evaluate capital needs and make funding decisions during the budget process.

CIP Program Packet

A summary of the proposed FY27 CIP program, including highlights of selected key projects. The packet includes 95 proposed projects totaling $81,556,713 for FY27.

Exhibit A

Exhibit A: A listing of proposed bond-funded projects, including:

  • 35 projects proposed to be funded through certificates of obligation totaling $37,569,574
  • 4 projects proposed to be funded through water/wastewater revenue bonds totaling $10,000,000

Exhibit B

Exhibit B: PayGO / Non-Bond Funded Projects, A listing of 56 proposed projects totaling $33,987,139 to be funded without issuing bonds, using other available funding sources such as cash on hand, transfers in, or other legally available revenues.

 


CIP projects may be funded through a mix of sources depending on the type of project, including certificates of obligation, cash funding from the 1/4-cent sales tax, water and wastewater revenues, hotel occupancy tax revenues, grants, prior bond proceeds, or other legally available funding sources. The FY27 CIP does not include projects related to the 2026 General Obligation Bond Election held on May 2, 2026.

The CIP is a planning document and is subject to change. Inclusion of a project does not guarantee final approval, construction, or funding. Project scopes, schedules, cost estimates, and funding sources may be updated as projects move through budget review, design, procurement, Council authorization, and construction. The CIP projects will be discussed during a series of budget meetings, with the final listing scheduled for Council consideration by ordinance on September 15, 2026.
