SBE Bid Evaluation Preferences for Certified Small Businesses
ACCESS GP is designed to expand opportunities for qualified small businesses to participate in the City's competitive purchasing process.
Eligible, certified Small Business Enterprises (SBEs) may receive specified bid evaluation preferences under the City's adopted program requirements.
These preferences are applied during the evaluation of eligible bids or proposals. They do not change a vendor's actual submitted price, guarantee a contract award, or eliminate applicable competition and procurement requirements.
All businesses remain responsible for meeting the qualifications, specifications, and requirements established for each solicitation.
The City evaluates and awards contracts in accordance with applicable state law, City purchasing policies, and solicitation requirements.
