Application Process

Step 1.Step 1. Schedule Pre-Application Meeting

A Pre-Application Meeting is an informational meeting with city staff to help applicants prepare a development application for submission to the Planning Division and identify any significant issues the proposed project may encounter after submission.

The Planning Division will not accept an application without first having a Pre-Application Meeting with the applicant.

City staff holds pre-application meetings via Microsoft Teams every Thursday beginning at 8:30 a.m. Each meeting lasts 30 minutes.

Step 2.Step 2. Check the Development Schedule 

Development review follows the Development Calendar(PDF, 73KB). This calendar lists the application submission deadline and the Development Review Committee, Planning and Zoning Commission, and City Council date for each development cycle. 

Step 3.Step 3. Apply

There are two types of zoning requests: a stand-alone Zoning Change is the process to rezone a property to one of the established zoning districts and a Zoning Change/Concept Plan is the process to rezone a property to a Planned Development District.

You must apply online for a Zoning Change or Zoning Change/Concept Plan through the Customer Self-Service portal. First-time users will need a valid email address to set up an account, which takes five minutes.

Step 4.What Happens Next?

The Development Review Committee will review the application submission and provide comments before the Planning and Zoning Commission and City Council consider the Zoning Change.

Requirements

Application Submittal Requirements:

  • Signed and notarized Agent Authorization form(PDF, 220KB)*
  • A metes and bounds description and survey (for unplatted properties)*
  • The plat or legal description (for platted properties)*
  • Project Narrative*
  • Current tax certificates showing no delinquent taxes*
  • Concept Plan (for Zoning Change/Concept Plan)*
  • Conceptual Building Elevations (for Zoning Change/Concept Plan)*
  • Proposed development standards (for Zoning Change/Concept Plan)*
  • Application Fee (after verifying that the application submittal is complete, staff will send you an invoice for the application fee)

*Upload these documents during the online application process through the Customer Self-Service portal.

Fees

The Fee Schedule in Article 22 of the Unified Development Code(PDF, 318KB) lists the Zoning Change fee.

You can also use the Customer Self-Service Fee Estimator tool to view fees.

Once you apply for the Zoning Change or Zoning Change/Concept Plan, the Planning staff will verify that your application is complete and send you an invoice for the application fee.
