The Unified Development Code requires a Specific Use Permit for certain land uses. Due to their location, functional or operational nature, these land uses could potentially negatively impact surrounding properties.
The Specific Use Permit process provides a procedure whereby such uses might be permitted by further restricting or conditioning them to eliminate such probable negative impacts.

A Pre-Application Meeting is an informational meeting with city staff to help applicants prepare a development application for submission to the Planning Division and identify any significant issues the proposed project may encounter after submission.
The Planning Division will not accept an application without first having a Pre-Application Meeting with the applicant.
City staff holds pre-application meetings via Microsoft Teams every Thursday beginning at 8:30 a.m. Each meeting lasts 30 minutes.

Development review follows the Development Calendar(PDF, 148KB) . This calendar lists the application submission deadline and the Development Review Committee, Planning and Zoning Commission, and City Council date for each development cycle.
There are two types of Specific Use Permit requests: a stand-alone Specific Use Permit to establish the proposed use in an existing building and a Specific Use Permit/Site Plan for new construction.
You must apply online for a Specific Use Permit or Specific Use Permit/Site Plan through the Customer Self-Service portal. First-time users will need a valid email address to set up an account, which takes five minutes.

What Happens Next?
The Development Review Committee will review the application submission and provide comments before the Planning and Zoning Commission and City Council consider the Specific Use Permit.

You can also use the Customer Self-Service Fee Estimator tool to view fees.
Once you apply for the Specific Use Permit or Specific Use Permit/Site Plan, the Planning staff will verify that your application is complete and send you an invoice for the application fee.
