Swimming Pools Permit

Do I need a permit?

A Swimming Pool/Spay Permit from the Public Health and Environmental Quality Department is required if you intend to operate or build a public swimming pool or spa in the City of Grand Prairie. Public wading pools and spray parks also require a permit.

  • For operating an existing public swimming pool or spa, the city requires a Certificate of Occupancy and Swimming Pool/Spa Permit.
  • For change of ownership of an existing public swimming pool or spa, the city requires a new Certificate of Occupancy and a new Swimming Pool/Spa Permit.
  • For new construction of a public swimming pool/spa or for remodeling, the city requires a Certificate of Occupancy, Commercial Building Permit, and Swimming Pool/Spa Permit.

New or Remodeling

Permit Process for New Pool/Spa or Remodeling

ADA Compliance Note: New public swimming pools must comply with the Standards for Accessible Design under the Americans with Disabilities Act (ADA)

Step 1.Apply for Certificate of Occupancy

For a new public pool/spa or remodeling, a Certificate of Occupancy Application must be submitted online to the Building Inspections Division. View the Certificate of Occupancy web page for application and fee information.

Step 2.Apply for Commercial Building Permit ("Building Commercial - Pool/Spa Permit")

Step 3.Apply for Swimming Pool/Spa Permit

The (Public Health and Environmental Quality) Swimming Pool/Spa Permit Application requires submitting the following information:

  • Property name (DBA)
  • Owner information including driver’s license number, date of birth, and contact information
  • Water capacity in gallons per pool or spa
  • Owner Verification Form(PDF, 114KB) (Notary Public's signature required)
  • For new construction of a pool, the following documents are required:
    • A pre-construction certification letter by state of Texas licensed engineer or architect
    • For the final sign off, a post-construction certification letter by state of Texas licensed engineer or architect Any other required documentation will be requested upon review.
  • Applicable fees

Step 5.City Schedules Inspections

After completing the applications for a Swimming Pool/Spa Permit and Certificate of Occupancy, city staff will contact you to schedule required inspections.

Change of Ownership

Permit Process for Change of Ownership

Step 4.City Schedules Inspections

After completing the applications for a Swimming Pool/Spa Permit and Certificate of Occupancy, you will see a list of required inspections within the Customer Self-Service portal. Staff will contact you to schedule these inspections. 

Inspections

Required Construction Inspections for New Construction:

All requirements are to be satisfied at the time of the final inspection before the swimming pool and / or spa will be allowed to open. The certificate of occupancy will be released after all requirements are met.

Pre-Gunite Inspection

  • Verification of proper VGB (Virginia Graeme Baker Act) drains and skimmer installations per approved plans.

Pre Plaster Inspection

  • Verification of proper step, tile, and depth markings per approved plans

Final Inspection

  • RPZ in fill lines in swimming pools or spas must be tested by the City of Grand Prairie. A copy of cross connection inspection report must be available to the inspector at the time of the final inspection.
  • A letter from a licensed electrician stating that the pool / spa wet niche fixtures are properly grounded and in good repair. (View Sample Electrical Letter(PDF, 71KB) )
  • A complete inspection, including water chemistry, fencing, working emergency telephone or emergency summoning device, signage, etc.
  • Copy of Certified Swimming Pool Operator Certificate. 

What happens next?

Permits will be issued when the facility is complete and in compliance with the rules and regulations from the City of Grand Prairie and the State of Texas.
