Program Purpose
The primary purpose of the Community Development Block Grant (CDBG) Program is to provide safe and decent housing for low to moderate income families.

The Neighborhood Services Division (formerly Community Development) secures and administers federal and state housing grants effectively and responsibly to provide assistance benefiting a healthy, safe and sanitary living environment for eligible Grand Prairie applicants, with support of business and city departments.

Eligibility Criteria of Projects
All activities selected for funding under the CDGB Program must meet one or more of the following objectives statutory National Objectives:

  • Activities benefiting low to moderate income persons;
  • Activities which aid in the prevention or elimination of slum or blight, or
  • Activities designed to meet other community needs having specific urgency. (HUD makes specific urgency judgement)

Eligible Activities
Eligible CDBG projects include but are not limited to public improvements, community services, housing services, home improvement loans, housing restoration/rehabilitation, housing staff costs, public services, and administrative costs.
